If you are a Software Team then Azure DevOps will a value added service and if you are Business team you can look into both the tools depending on the budget and requirement. DevOps setup of Atlassian tools will be much more Costlier and will be a hassle to manage multiple tools.

Jira features will be more beneficial for Business teams where there is a specific flow defined or want individual flows for every project.
